Town of Winchester Awarded $749,000 to Complete Sue Grossman Still River Greenway
 
October 1, 2026, WINCHESTER, CT – The Town of Winchester is excited to announce that we have been awarded $749,000 from the Connecticut Department of Energy and Environmental Protection (DEEP) to complete the Sue Grossman Still River Greenway. Winchester received the largest award among all 50 projects funded through this round of the Connecticut Recreational Trails Grant Program, which awarded $10.5 million for trail projects across Connecticut.
 
The new funding will support construction of the long-awaited extension of the Greenway from its current trailhead at the DMV to the Laurel Skate Complex, completing the final two segments of the trail in Winchester. This connection will strengthen the growing trail network across Northwest Connecticut and further establish the Sue Grossman Still River Greenway as a key recreational link between Winchester and Torrington. 
 
The $749,000 award builds upon $2.5 million in federal and state funding already secured for completion of the Greenway, putting the Town another major step closer to completing the trail. At the same time, Winchester has secured $635,000 to expand the sewer network within the same corridor. Coordinating that infrastructure work with trail construction will allow the Town to make better use of outside funding while advancing a broader investment in the future of the area.
 
“After nearly two decades, we can now finally complete Winchester’s Sue Grossman Greenway,” said Town Manager Paul Harrington. “Pairing the trail with sewer expansion in the same corridor allows these investments to build off one another, creating new opportunities for recreation, tourism, transit, local businesses, and future development. This is the kind of strategic investment we have been working toward for this corridor, with each project moving us closer to the larger vision we have for this part of Winchester.”
 
The Town extends a special thank you to the staff, residents, and volunteers of the Sue Grossman Still River Greenway Ad Hoc Committee, whose time, energy, and local knowledge have helped move this project forward. With the major funding pieces now coming together, the Town looks forward to sharing additional updates as the project advances.
