The Lead Service Line Inventory (LSLI) work is required by the EPA and must be completed regardless of how it is funded. The total cost of Phases 1 and 2 is $1,809,961.
Through the Drinking Water State Revolving Fund, $1,357,470 (75%) will be forgiven, leaving $452,490 (25%) to be financed. The August 18 referendum seeks an appropriation of $1,565,000 for the proposed Phase 2 work and contingency.
This project does not affect local property taxes. Winsted Water Works is funded through water rates, so the financial impact is limited to water ratepayers. However, all eligible residents can vote in the referendum, regardless of whether they are Winsted Water Works customers.
