Re: Board of Selectmen Meetings & Process

As I wrote last week, we have been in a time of uncertainty due to Covid-19 and facing its uncertain impacts. Since then, the President of the United States and Governor of Connecticut have been releasing executive orders addressing the many issues associated with this emergency. Both have called for social distancing and both have asked people to stay home. Health experts are issuing recommendations and businesses, non-profits, and volunteer organizations have all worked to improve protocols to address the pandemic. 

While at home in Winsted, we have all watched the increase of cases across the country and in our local area as outlined by the many press conferences, email alerts, and newspapers. We have all been effected by the “stay in place” orders and recommendations – some more profoundly than others in cases of loved ones in nursing homes and hospitals, or those that may have contracted the virus. For others, the joy of a playground with friends is no longer available. Shopping for essential groceries now makes us anxious. And many are worried, and rightfully so, about those not in compliance against this invisible invader. 

The Town Manager, Town Staff, First Responders – Police, Ambulance, Fire, DPW, Town Attorney and Superintendents, BOS, BOEs, RRDD1, continue to work hard to keep critical Town services operating to assist citizens and businesses wherever possible. The Town Manager is in constant communication with the state emergency services through the various agencies such as Torrington Area Health, DEMHS-Region 5, and others. The Superintendents of both school systems are in touch with families and their needs, implementing distance learning, and making sure breakfast and lunch are available to children in need. The Senior Director has reached out to those in her programs. Our Recreation Director is working with staff on safety at the various recreational facilities. Ambulance, Fire and RRDD1 have updated their plans to be able to respond during this time. Police continue to protect us. DPW continues to keep our infrastructure working. And the many outside agencies that each contribute by helping so many.

And of course, where would we be without the dedication and courage from our health care professionals that live and work among us. 

As impressive, are our community volunteers. Over the years many people in our communities have given selflessly. The response to this emergency is no different.  While there are many deeds we read about, there are so many more being carried out. We have those checking on their neighbors. The individuals making masks and gowns. People bringing donations of food. Others making meals. All asking for no recognition – just helping. I have read many posts that quote “Look for the Helpers”. Winsted has many. 

On April 6, the Board of Selectmen will hold the first remote meeting to continue with the ongoing work as well as to address any emergency issues we need to attend to at that time. We have put in place remote systems to accomplish this and keep the public involved, as meetings are closed to in-person attendance. Agendas will be posted as we always have on the town’s website. In addition, on each agenda, we will provide instructions for accessing the meeting and for the public comment by calling in.

These instructions include: public viewing access for this BOS meeting that will continue on Channel 194 as well as an added “live stream”. Please connect to the live stream from the Town of Winchester website. The link is at the bottom of the main webpage under Contacts - “Livestreams” and please call 860-379-3818 to make a public comment when we reach this agenda item. Please give your name and address. All guidelines listed for in person meetings will apply.  Although we have tested this, we ask for patience as we connect with you this way.
