FY 2025 Budget Information
July 26, 2024, WINCHESTER, CT – The Board of Selectmen’s third Fiscal Year (FY) 2025 Budget proposes a mill rate of 27.24. This budget proposes an expenditure total of $40,806,370, which translates to a 3.22% mill rate increase from FY 2024. The full budget proposal document can be found

Since FY 2020 (started July 1, 2019), and when removing the annual injection of fund balance for capital expenditures, Winchester’s proposed expenditure total has increased 11.4%. In the same period, U.S. inflation has risen 23%. Despite a global pandemic, supply shortages, staffing shortages, multiple collective bargaining renegotiations, utility cost escalations, an increased demand for emergency services, prioritization of high-quality education, and a recent decline in the grand list; Winchester has efficiently managed its finances to keep spending increases less than half of the rising prices of goods and services in the national economy.
At least one dozen roads are targeted for reconstruction in the FY 2025 Capital Improvement Plan (CIP). A breakdown of CIP projects can be found on page 19 of the full budget document; available

The Winchester Board of Education proposes $22,449,465 in FY 2025 expenditures. This is a $944,555 increase from FY 2024. A breakdown of the Board of Education’s budget proposal can be found on their website

The third FY 2025 budget referendum will be held on Tuesday, July 30, 2024, from 8am to 8pm EST at the Pearson School. The Pearson School is located at 2 Wetmore Avenue, Winsted, CT 06098.
