CT Department of Social Services Providing Water Assistance to Low Income Residents

The Connecticut Low Income Water Assistance Program is open and is available to Winchester water residents who need help paying water bills.  Households with annual income at or below 60% of the state median income can qualify for this one-time water assistance benefit.  

Recipients of benefits from the Connecticut Energy Assistance Program, SNAP, TFA, SSI, State Supplement, or Refugee Cash, are likely to meet income requirements.  Eligible households can begin submitting applications on November 1, 2021.
