The Winchester Board of Selectmen voted at a special meeting Tuesday night to make a further reduction of $440,305 to the annual town budget spanning the fiscal year from July 1, 2023 to June 30, 2024 (known as FY 2024). This brings the new total proposed expenditure level to $39,134,003 for FY 2024. This reduction would require a mill rate of approximately 26.39, a 0.44 mill reduction from the previous proposal.
This reduction includes a $284,855 reduction to the Town's budget and a $155,450 reduction to the Board of Education's budget. On the Town's side, reductions include over $13,000 in the Town Manager's salary and benefits, the elimination of a Maintainer staff position in the Recreation Department, the reduction of $100,000 in infrastructure improvement projects, and more. On the Board of Education's side, reductions will impact union and non-union wage increases, they will cause the Superintendent's salary to be frozen, and more.

More specifics will be presented by both the Town and the Board of Education at the next Town Budget Meeting to be held at 7:00 PM at the Gilbert School auditorium on Monday, June 12, 2023. All individuals registered to vote in Winchester or that own more than $1,000 of assessed property value in Winchester are welcome and encouraged to attend that meeting. Along with presentations being made, that meeting will vote to establish a date for the next referendum vote on the budget.
