Town Manager's Proposed FY 2026 Budget Documents

𝗣𝘂𝗯𝗹𝗶𝗰𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝗧𝗼𝘄𝗻 𝗠𝗮𝗻𝗮𝗴𝗲𝗿’𝘀 𝗣𝗿𝗼𝗽𝗼𝘀𝗲𝗱 𝗙𝗬 𝟮𝟬𝟮𝟲 𝗕𝘂𝗱𝗴𝗲𝘁 𝗗𝗼𝗰𝘂𝗺𝗲𝗻𝘁𝘀

𝗔𝗽𝗿𝗶𝗹 𝟴, 𝟮𝟬𝟮𝟱, 𝗪𝗜𝗡𝗖𝗛𝗘𝗦𝗧𝗘𝗥, 𝗖𝗧 Town Manager Paul Harrington held the second of two public hearings on the budget required by the Town Charter on Monday, April 7, 2025, at 7:00pm EST in the Hicks Room of Winchester Town Hall. This hearing provided residents with the opportunity to hear directly from the Town Manager and ask questions regarding the proposed Fiscal Year 2026 budget. In conjunction with the hearing, the Office of the Town Manager has published the FY 2026 budget documents to the Town’s website, accessible here. 


The materials include the Town Manager’s budget discussion and analysis, which provides extensive commentary on the current budgetary conditions. The budget summary details all individual line items that make up the town’s operating budget and includes the Capital Improvement Plan (CIP) project proposals. The PowerPoint presentation used during the April 7 public hearing is also available for review. Residents are strongly encouraged to directly review and engage with these documents for the most recent and accurate budget information.
